Notice from the Most Rev. Ronald P. Fabbro, CSB, to the People of the Diocese of London regarding the Removal of Two Priests:
It is with great sadness that I apprise you of the following dismissals:
In October 2017, allegations were brought forward regarding inappropriate sexual activity on the part of
Maurice Charbonneau (ordained 30 April 1994).
In September 2018, information came forward with respect to allegations that
Andrew Dwyer (ordained 15 September 1979) had engaged in sexually abusive behaviour many years ago.
Both priests were immediately relieved of their respective pastoral duties and had their faculties withdrawn. After separate investigations and consultations with various groups, including our diocesan Safe Environment Advisory Committee, I determined that Maurice Charbonneau and Andrew Dwyer would not be able to return to ministry at any time. Their faculties have been permanently removed. This was made known to them in person and by virtue of decrees which I issued to each of them, in accordance with the Code of Canon Law.
Neither Maurice Charbonneau nor Andrew Dwyer may present themselves as clerics or, in any way, represent the Diocese of London. Anyone who observes that either individual is acting in a manner that is inconsistent with this directive is asked to advise my office immediately.
The Diocese of London has a “zero tolerance” policy as regards sexual abuse. We continue to work to rule out all forms of sexual abuse, and to support any victims. Those with questions or concerns should contact the Diocese of London (519-433-0658) for the Director of Safe Environment Services, Ms Sharon Wright-Evans (Ext. 271), or the Bishop’s Delegate for abuse cases, Father John Comiskey (Ext. 275).
